Compliance & Handling Requirements

What we require of ourselves and of our accounts before a route begins, and the conditions that apply to regulated cargo.

  1. 1. Compliance notice

    Specialized specimen, pharmaceutical, temperature-sensitive, and regulated-material services require an established account along with insurance, training, and handling requirements confirmed in advance. Services are provided only after those requirements are reviewed and approved.

  2. 2. Operating authority and insurance

    Core Element Solutions Group, LLC operates as a Texas motor carrier providing local and regional ground courier service. DOT # — pending / placeholder. MC # — pending / placeholder.

    We maintain commercial auto liability and cargo coverage. Auto liability & cargo coverage details available on request. Certificates of insurance naming your organization as certificate holder, and additional insured status where your contract requires it, are available during account setup. Coverage limits above our standard program can be arranged for specific accounts subject to underwriting and pricing.

  3. 3. Driver qualification

    Every driver and independent contractor who moves cargo for us must satisfy our qualification standards before dispatch:

    • valid driver’s license appropriate to the vehicle operated;
    • motor vehicle record review and criminal background screening;
    • proof of current vehicle registration, inspection, and auto insurance;
    • signed independent contractor or employment agreement;
    • documented training for the service lines they run, including HIPAA awareness and chain-of-custody procedures where applicable; and
    • periodic re-verification of license, insurance, and driving record.

    Qualification documents are collected and stored in our driver portal in private, access-controlled storage.

  4. 4. HIPAA and protected health information

    When we transport items for a covered entity, we may act as a business associate. In those engagements we will execute a business associate agreement before service begins and will use or disclose protected health information only as permitted by that agreement and by law.

    Our safeguards include sealed and labeled containers supplied or approved by the client, drivers trained on minimum necessary access, no opening of sealed cargo, signature or scan-based proof of delivery to authorized recipients only, secure handling of any paper documents in transit, and prompt notice to the client of any suspected loss or unauthorized disclosure within the timeframe set by the agreement.

  5. 5. Specimen, pharmaceutical, and regulated-material transport

    These service lines are provided only under an established account and only after the following are reviewed and approved in writing:

    • the categories of material to be transported, with any applicable UN or IATA classification;
    • the client’s packaging, containment, and labeling protocol, including secondary containment and spill kit requirements;
    • insurance requirements, including any limits or endorsements your contract specifies;
    • driver training requirements, such as bloodborne pathogen or hazardous materials training, and how completion is evidenced;
    • temperature requirements, permitted excursion ranges, monitoring method, and who is responsible for monitoring devices;
    • chain-of-custody and proof-of-delivery documentation; and
    • escalation contacts and procedures for delays, spills, or exceptions.

    We do not transport controlled substances, placarded hazardous materials, or human remains unless expressly agreed in writing in advance and permitted under applicable law. We do not accept regulated cargo tendered without the approved protocol in place.

  6. 6. Temperature-sensitive handling

    Where cold-chain or controlled-ambient transport is agreed, the client specifies the required range and supplies or approves the transport container and any monitoring device unless we agree otherwise in writing. We record handoff times and, where a device is used, return monitoring data with the delivery record. We are not responsible for excursions caused by containers, coolants, or pre-conditioning supplied by the client, or for cargo tendered outside the agreed range.

  7. 7. Safety and vehicle standards

    Vehicles used on our routes must be registered, insured, and maintained in safe operating condition, with current state inspection where required. Cargo must be secured for transport. Drivers operate under a zero-tolerance policy for alcohol and drug use on duty and must report accidents, citations, and license status changes promptly.   8. 8. Incidents, exceptions, and claims

    Delays, refusals, damaged packaging, temperature exceptions, and any suspected loss are reported to the client contact as soon as identified, and are documented in the delivery record. Cargo claims are handled under the claims process in our Terms of Service.

  9. 9. Subcontracted capacity

    When we use subcontracted carriers for overflow or backup capacity, those carriers must hold their own operating authority and insurance meeting our minimums and must agree to the handling requirements applicable to your account. We remain your point of contact for the shipment.

  10. 10. Records and audit

    Driver qualification files, training records, delivery documentation, and insurance certificates are retained per our record retention schedule and, on reasonable notice, may be reviewed by an account’s compliance team for the records relating to that account’s work. Retention periods are described in our Privacy Policy.
